County coroner's office If you cannot afford a burial or cremation, you can sign a form with the county coroner's office and California state will bury or cremate the body for you at no cost. 

Contra Costa County Program

A county burial service may be authorized for those deceased county residents who do not have the resources to provide such interment on their own, and whose next of kin are financially unable to assume their responsibility.

EHSD will do a financial eligibility determination of the next of kin applicant. The next of kin applicant must certify that there are no assets in the decedent’s estate and that they are financially unable to cover the cost of the interment.

County of Orange Social Services Agency- GR

General Relief (GR) is a cash assistance program provided by the Orange County Social Services Agency. It offers temporary cash aid to adult residents who are in need and do not have custody of any minor children. 

GR is specifically for individuals who do not qualify for Federal or State funded cash aid programs. 

It is important to note that GR is a loan, and former recipients may be asked to repay it from a Supplemental Security Income (SSI) retroactive award or other available funds after meeting their basic support needs. learn more

Orange County FEMA COVID-19 Funeral Assistance

FEMA provides funeral assistance until Sept. 30, 2025, to those who have lost loved ones due to Covid 19 pandemic.

This assistance provides financial support of up to $9,000 per funeral to eligible individuals.

Who is eligible?

To be eligible for COVID-19 Funeral Assistance, you must meet the following criteria:
qualified US citizen, death occured in US from Covid 19 and burial expenses after 1-20-2020.

What funeral costs are covered?

FEMA may approve Corona Virus Funeral Assistance for the following expenses: 

  • Funeral services, including cremation or interment
  • Costs associated with producing death certificates
  • Costs due to local or state government laws or ordinances
  • Transportation for up to two people to identify the deceased
  • Transfer of remains
  • Casket or urn
  • Burial plot
  • Marker or headstone
  • Clergy services
  • Funeral ceremony
  • Funeral home equipment or staff

CalVCB Quick Guide

CA Victim Compensation Board (CalVCB) works to ensure crime-related expenses are paid by the responsible parties.

You will need copies of crime reports, bills, receipts, and any other related death documents.

CalVCB has limits on the expenses it can pay for crime-related incidents. These expenses include crime scene cleanup, funeral and burial costs, modifications for disabled victims, income loss, medical and mental health treatment, relocation, and residential security.

CalVCB cannot pay any expenses incurred while a person is on parole, probation or post-release community supervision. learn more

VA Funeral Assistance

Financial assistance is contingent on the veteran's discharge status. If the veteran was not under the care of the Veterans Administration (VA) at the time of death, the responsible party for funeral arrangements receives $300. 

However, if the veteran was under VA care, the assistance can extend up to $762. Beyond financial aid, veterans are entitled to military funeral honors, a plot in a veteran's cemetery, a headstone, and perpetual care of the site, all provided at no cost to the family.
